Legislative and excutive organs

In Japan, a local public entity consists of an assembly as its legislative organ and a head executive (Mayor) and administrative commitees as executive organs. The assembly decides upon matters such as bylaws and budgetts, and mayor implement the actual administration in accordanace with the decisions of the assembly.

Decisions by the assembly are made during a pleneary session. However, because it is not very efficient to deliberate upon every issue in the plenary session, it is usual practice to designate committees, which consist of some of the members. There are three kinds of committees; standing committees, assembly steering committees, and special committees.


Assembly steering committee

Assembly steering commitee is looking into matters concerning assembly management, assembly meeting regulations, local government bills, and investigating petitions concerning their interests.

Standing Commitees

Standing committees are created to delibarate upon each aspect of administration. Standing committees conduct investigations and examine bills and petitions for their sakes.

Special committees

Special committees are created to deliberate either on issue relating to more than two standing committees, or on some specific important issues.
